Summary: This study analyzes Chhatrapati Shivaji Maharaj's administrative policies in the context of the concept of the modern welfare state. Based on qualitative and comparative research methods, an integrated analysis of historical sources and modern political theories is conducted. The study reveals that Shivaji's rule was based on the principles of public welfare, justice, security, and administrative accountability. His Ashtapradhan system, balanced and equitable tax policy, speedy judicial system, and religious tolerance demonstrate an effective and people-oriented administration. On the other hand, the modern welfare state emphasizes ensuring social security, equality, civil rights, and inclusive development. The comparative analysis concludes that, although there are differences in the structural form of the two systems, Shivaji's policies contained many of the basic elements of the modern welfare state in their initial form. Therefore, his administration serves as an inspiration and a relevant model for contemporary governance.
