This article carefully assesses the systematic transformation of the India-Russia defense partnership from an age-old “buyer-seller” relationship towards a joint industrial ecosystem. It specifically synchronizes with the Ministry of Defense’s designation of 2025 as the “Year of Reforms” and the “Decade of Transformation” (2023-2032) and investigates how the organized shifts – explicitly the corporatization of the Ordnance Factory Board (OFB)– revamp tactical purchasing. By scrutinizing the merger of private sector innovation and collaboration in the latest technologies such as Artificial Intelligence, quantum computing, and robotics, this study underlines the transition towards Atmanirbhar Bharat. While systematic challenges such as payment friction and supply chain vulnerabilities remain, the study concludes that a reformed, co-development-led model is indispensable for India’s strategic autonomy and emergence as a global defense manufacturing center.
