This introductory discussion examines the major conceptual and practical challenges associated with developing indicators for sustainable tourism, drawing on contributions to the special issue to illustrate these challenges. It explores the fundamental rationale for measuring sustainability in tourism while highlighting the potential danger of allowing measurement processes to become an end in themselves rather than a means of achieving meaningful sustainability outcomes. Attention is given to the question of who should be responsible for assessing sustainable tourism and how greater inclusiveness in data generation and research processes can contribute to a more equitable distribution of knowledge and decision-making power. Another important issue concerns the geographical scale at which sustainable tourism should be assessed. Although highly localized data can provide greater contextual accuracy, broader spatial coverage is often necessary to facilitate comparison, policy formulation and stakeholder engagement. Advances in technology, data analytics and methodological approaches may provide new opportunities to overcome some of the limitations traditionally associated with tourism sustainability assessment. Finally, the discussion considers whether the development and application of sustainability indicators have translated into substantial changes in tourism policy and practice. Rather than producing direct policy transformation, indicators may contribute indirectly by improving stakeholders’ understanding of sustainability, encouraging evidence-based dialogue, strengthening awareness and creating a more supportive environment for decisions aimed at promoting a sustainable tourism sector.
